The Opportunity

 

Tullow is offering an exciting opportunity within the Supply Chain Management team. We are looking for a dynamic Contracts Advisor to join us on a Permanent basis, located at our office in Accra, Ghana.

 

 

Job Purpose

 

  • To provide SCM functional ownership and support in managing and optimising Logistics-Operations-Maintenance (LOM) contracts for the Jubilee and TEN FPSOs.  The role ensures value creation and delivery, alignment with Tullow process and policy, along with regulatory compliance, while driving operational excellence and cost optimisation across the contracting life cycle.
  • Additionally, the position contributes to Tullow Ghana’s business and operational goals by developing innovative contract strategies, managing complex tender processes, and championing optimal local content.

 

 

Key Roles and Responsibilities

 

Procurement & Contract Management:

  • Develop and implement innovative contract strategies for LOM contracts, with emphasis on operational efficiency and cost optimisation in support of the delivery of the Business Unit objectives.
  • Support the development, review and refinement of specifications and scopes of work to ensure clarity and alignment with commercial objectives.
  • Through the application of good Contracts & Procurement) C&P practice, manage end-to-end contract lifecycle, including strategy development, tender development, pre-qualification, RFP, evaluation, negotiation, exceptions and deviations, award, contract/contractor performance management and closeout.
  • Oversee the administration of contracts and purchase orders through to close out.
  • Ensure full compliance with internal C&P procedure and policy, Joint Venture Partner joint operating agreement requirements, and Petroleum Commission ways of working across the full contracting life cycle (strategy / source / manage) with a focus on core LOM activity.
  • Provide support to contract and budget holders on post-award contractual interpretation and administration matters.
  • Administer post-award contract activities, including contractor performance management, addressing variations and claims, and ensuring governance and compliance.
  • Undertake other duties within his or her capability or qualification level as may be reasonably required and assigned.
  • Monitor and gather relevant market intelligence (trends, emerging technologies, industry benchmarks, mergers and accusations) to information sourcing strategies.

Local Content & Stakeholder Engagement:

  • Collaborate with the Local Content Manager and other stakeholders to develop Local Content strategies and ensure its delivery is implemented within the supplier base to help maximise local participation.
  • Engage with the Petroleum Commission to align on minimum local content requirements as needed.
  • Ensure local content objectives are incorporated at all stages of the contracting process and into all contracts and are compliant with contract strategy deliverables.
  • Identify and support supplier capability development initiatives to strengthen indigenous supplier participation and competitiveness.

 

Reporting & Risk Management:

  • Provide regular management reports on contract activities and progress.
  • Apply risk and assurance principles in the prioritisation and execution of duties.
  • Actively participate in department risk and assurance activities, ensuring alignment with organisational frameworks.
  • Contribute to the development of the quarterly Procuremen Plan and reporting.

 

Environment, Health & Safety (EHS):

  • Demonstrate a personal commitment to EHS matters and report any unsafe act or condition and all EHS related incidents promptly. Participate in STOP initiative(s) or similar.
  • Ensure Tullow’s EHS requirements are incorporated into the contracting process and executed contracts.
  • Participate in EHS awareness and training programmes when required.
  • Work in a manner that ensures the safety and health of all and minimises environmental impacts by following established statutory and corporate EHS policies, procedures and guidelines.

 

Innovation & Digital Transformation:

  • Actively support rollout of supply chain transformation initiatives.
  • Support all SCM digital transformation initiatives.
  • Implement e-procurement solutions and contract automation tools.
  • Drive data analytics adoption for improved decision-making.
  • Leverage Generative AI and digital technologies to improve the quality and consistency of key C&P deliverables, enhance efficiency across the contract lifecycle, and support informed commercial decision-making.

 

 

Experience & Education

 

  • A minimum of a bachelor’s degree in business, supply chain management, engineering or a related field.
  • Finalist or recently qualified member of a professional supply chain management body (e.g. CISCM, CIPS).

 

 

Skills

  • A minimum of 5 years demonstrable experience in a relevant field.
  • Knowledgeable in contracts formulation and proven experience in negotiating complex contracts.
  • Comprehensive understanding of significant legal and commercial issues within supply chain management.
  • International exposure to an Oil & Gas operating environment is preferable, experience in Ghana or comparable country is highly desirable.
  • Proficient in formulating, evaluating, negotiating, and executing complex contracts.
  • Skilled in establishing and maintaining effective relationships with senior management of key suppliers.
  • Strong problem-solving skills and ability to address diverse business drivers and variables.
  • Demonstrated ability to handle multiple tasks simultaneously.
  • Excellent analytical skills and attention to detail.
  • Report writing and presentation skills; ability to engage peers and contractors effectively.
  • Highly skilled in Microsoft Office suite applications, in particular Excel, Word, PowerPoint.
  • Strong communication skills, both written and oral.
  • Ability to work under pressure and within tight deadlines.
  • Experience working in a multicultural environment.
  • English language a Must and numeracy skills desired.
