The Opportunity

Tullow is offering an exciting opportunity within the Ghana Business unit team. We are looking for a dynamic Major Works & Class Special Survey Engineer to join us on a 12 month contract basis, located at our office in Accra, Ghana.

Job Purpose

The Major Works Engineer reports to the Major Works & Special Survey Lead and is accountable for the technical planning and development of complete, execution-ready work packs for assigned non-routine maintenance and major works scopes, in accordance with the approved intervention strategy and asset plans.

This role is a planning function, not a scheduling role. The Major Works Engineer is responsible for defining scope, developing detailed task methodologies, identifying technical requirements, assessing risks, specifying materials and services, and ensuring all engineering, logistical, and contractor interfaces are fully prepared to enable safe and efficient offshore execution. While alignment with the integrated schedule is required, the primary accountability is the quality and completeness of planning deliverables, not the production of schedules.

The role ensures execution readiness within the 28-day and 120-day planning horizons by preparing comprehensive, multi-discipline work packs that include technical documentation, job step breakdowns, resource requirements, materials take-offs, vendor support, permits, risk assessments, and defined hold points. This includes both planned campaign scopes and emergent or ad-hoc interventions.

Acting as the single point of contact for assigned scopes, the Major Works Engineer ensures that all prerequisites are in place before offshore mobilisation, eliminating avoidable rework, execution delays, and safety risk. The position requires close coordination with engineering, supply chain, logistics, offshore execution teams, and contractors to ensure that scope definition is robust, risks are identified and mitigated, and work can be executed safely, efficiently, and in accordance with approved plans.

Key Roles and Responsibilities

EHS

  • Ensure personal safety and compliance with Company EHS policies, procedures, and safe systems of work at all times.
  • Ensure maintenance and execution contractors comply with established EHS policies and procedures and consistently demonstrate safe work practices throughout all phases of assigned scopes.
  • Actively challenge unsafe acts or conditions and escalate EHS concerns to line management where required.

Planning, Readiness & Deliverables

  • Ensure that assigned tasks within the 28-day and 120-day planning horizons are fully resourced, technically defined, and gate-compliant for offshore execution.
  • Attend and contribute to planning and readiness meetings, ensuring effective coordination and interface management with suppliers, vendors, and contractors.
  • Build detailed, task-level execution plans where required to support integration into the 28-day and 120-day asset plans.
  • Review construction and execution work packs to verify completeness, quality, constructability, and readiness prior to issue to offshore execution teams.
  • Confirm execution readiness of assigned scopes prior to offshore mobilisation, including materials availability, documentation completeness, contractor readiness, access, SIMOPS considerations, and permit prerequisites.
  • Identify and manage interfaces and SIMOPS risks associated with assigned scopes, ensuring coordination with operations, marine, and offshore execution teams.

Contractor, Vendor & Materials Management

  • Interface with subcontractors to hold accountability for the timely delivery of fit-for-purpose materials and services required for execution of assigned scopes.
  • Liaise with and direct onshore contractors to ensure fabrication activities, materials, and pre-assembly works align with the approved scope, schedule, and technical requirements.
  • Review subcontractor reports, documentation, and timesheets where required to support execution assurance and cost control.
  • Interface with subcontractors and vendors for call-off, mobilisation, and demobilisation of personnel in support of Major Works offshore activities.

Scope Development & Technical Interface

  • Work closely with discipline Subject Matter Experts (including Naval and Marine) to define execution-ready scopes, develop repair and remediation plans, and resolve technical uncertainties.
  • Interface with execution contractors in the development of work packs, job cards, and execution methodologies for offshore works.
  • Provide technical clarification and planning support to offshore execution teams and Campaign / Execution Superintendents as required during execution.

Supply Chain, Logistics & Priorities

  • Support procurement, logistics, and support services teams by clearly communicating scope priorities, material criticality, and mobilisation requirements for major works activities.
  • Actively expedite materials, services, and logistics where required to protect the execution schedule.
  • Escalate issues that may impact priorities, schedule, safety, or execution readiness to line management in a timely manner.

Change & Risk Management

  • Identify when Management of Change (MOC) is required and actively participate in the MOC process to ensure changes are properly assessed, approved, and communicated.
  • Raise plan change requests where scope, priorities, or execution constraints require formal adjustment to approved plans.
  • Identify and escalate schedule and cost risks associated with planning, material availability, or execution constraints.

Relationships

Act in a transparent manner to share knowledge and experience with other team members; facilitate the mentorship and development of junior staff in particular Localisation designates.

Experience & Education

BSc Engineering Discipline or Equivalent Vocational Qualifications

Skills

  • Minimum 10 years experience in a similar role within the offshore Oil and Gas industry, with demonstrated involvement in non-routine maintenance, major works, or campaign-based execution activities.
  • Strong working knowledge of FPSO systems and operations, including topsides, marine, utilities, and supporting infrastructure, and an understanding of the operational constraints associated with offshore execution.
  • Broad understanding of multi-discipline trade knowledge provided by maintenance and execution contractors, enabling effective review and challenge of proposed execution methodologies.
  • Sound understanding of applicable industry standards and codes, including those relevant to Tullow operations and offshore oil and gas facilities (e.g. API, ABS, ASME, and other recognised international standards).
  • Experience in brownfield modifications or life-extension works on operating assets
  • Experience supporting classification society or regulatory-driven scopes (ABS, Special Surveys, etc.).
  • Proven ability to review and assess job plans and work packs for completeness, constructability, and execution readiness, including consideration of:
    • Task sequencing and logic
    • Materials availability and staging
    • Tools and equipment requirements
    • Manpower and competency requirements
    • Specialist services and vendor support
    • Simultaneous Operations (SIMOPS)
    • Operational impacts and production constraints
  • Experience working with Computerised Maintenance Management Systems (CMMS), including participation in job plan development, work order execution, and planning processes; IBM Maximo experience is considered a strong asset.
  • Demonstrated ability to work effectively under tight deadlines, manage change in a dynamic execution environment, and maintain planning and operational discipline.
  • Experience interfacing with multiple contractors and vendors, including technical clarification, mobilisation planning, and execution readiness alignment.
