The Opportunity
Tullow is offering an exciting opportunity within the Operational Procurement team. We are looking for a dynamic Procurement/Contracts Advisor to join us on a Permanent basis, located at our office in Accra, Ghana.
Job Purpose
Support the Business Unit in meeting its objectives through relevant Contracts & Procurement (C&P) activity, including: • Strategy: Plan/develop contract strategies, seek approvals, and implement; • Sourcing: Compose, issue and manage Request for Information/ Proposals /Quotations, bid evaluation and negotiate terms/conditions and pricing, prepare recommendation documents and award of the final contract; • Management: Post-award contract management, administration and reporting, including contractor performance management
Key Roles and Responsibilities
Key Objectives
• Responsible to source and execute Operations & Maintenance (O&M) contracts and the daily execution of associated procurement activities;
• Serve as the C&P Subject Matter Expert for sourcing of MRO items and contracting of assigned scopes of work.
Core Responsibilities
- Demand Planning / Concept / Strategy Development
• Review annual business plan to understand forward demand, Analyse the O&M landscape, spend by sub-category and suppliers to feed into category strategy and identify value optimisation opportunities;
• Review daily/weekly backlog and execute end-to-end procurement cycle for MRO materials and any assigned scope including RFQs, bid evaluations, negotiations, and purchase order issuance;
• Source critical spare parts, mechanical, electrical, instrumentation, and rotating equipment components;
• Ensure uninterrupted supply of consumables and maintenance materials to avoid operational downtime;
• Develop contract strategies/ sourcing plans for assigned scopes with due consideration for EHS, technical, local content, and commercial aspects.
- Contracting / Sourcing / Tendering
• Develop and execute tenders, including tender requests, evaluation, negotiations supplier due diligence, contract drafting and award of contracts
Incorporate Local Content requirements during sourcing events and ensure that the contracts meet the expected Local Content requirements;
• Secure contracts (drafting and development) and ensure proper storage of contracts and associated documentation in-line with company requirements.
- Stakeholder Relationship Management
• Drive contracts management with end users to ensure that suppliers deliver their performance obligations and comply with contractual terms & conditions;
• Provide oversight and conduct contracts renewal and closure and communicate the updates with relevant stakeholders;
• Collaborate with and develop suppliers to create sustainable long-term relationships where applicable;
• Identify opportunities to create synergies across the business to obtain increased value from the overall procurement contract portfolio;
• Support internal and external audits where required;
• Serve as the C&P Subject Matter Expert for sourcing and contracting.
- Capability Development and other areas
• Assist in the development and implementation of capability development initiatives to improve procurement outcomes;
• Actively support rollout of supply chain transformation initiatives (e.g., Contract Lifecycle Management and Supplier Management);
• Uphold and work within company values and Code of Ethical Conduct Policy
Experience & Education
Experience
• Proven experience in energy or extractive/heavy industry (ideally with exposure to FPSO O&M, MRO and spare parts) sourcing, contracting, negotiation, and contract management;
• Good understanding of complex supply chains operating across international boundaries with multiple source points for supply of equipment, materials;
• Good understanding of legal and commercial issues within supply chain;
• Proven experience of negotiating contracts (simple and complex);
• Experience in collaborating with vendors to successfully expedite deliveries
• Working within a joint venture and/or production sharing environments typically found in the oil and gas industry;
Academic Qualifications
• Degree qualification relevant to job description;
• Preference for additional SCM related qualification, e.g. CIPS, MBA

• Strong communication and stakeholder management skills;
• Formulating, evaluating and negotiating complex contracts;
• Ability to solve practical problems and deal with diverse business drivers;
• Ability to handle multiple tasks simultaneously and often competing priorities;
• Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form and articulate and present solutions;
• Advanced English language and numeracy skills;
• High level of competency in MS Office Software (Word, Excel, PowerPoint) and proficiency in ERP systems (e.g., SAP, Coupa)
